The TFA House of Delegates meets at least every other year to act as TFA's highest decision-making body (except where the Bylaws give exclusive powers to the Board of Directors or officers). The TFA HoD is directly responsible to the general membership of TFA in all matters concerning the conduct of Texas Faculty Association business.

TFA chapters elect delegates to the TFA HoD following election procedures outline in chapter Bylaws, and certify their delegates to TFA Headquarters. Where a local chapter hasn't yet been formed, members may caucus prior to the beginning of the TFA HoD to elect one delegate for each 25 TFA members attending the caucus.
